Taking small children to an unauthorized rally is wrong, Ombudsman Elmira Suleymanova told media.
If there are many people at these rallies, children are likely to be knocked off their feet.
"Therefore, one must be careful," she said.
She added that according to international law and the Convention on the Rights of Children, each individual must protect a child's rights.
