A number of documents, which Azerbaijan is not going to support, will be adopted as part of the next conference of the intergovernmental commission of TRACECA (Transport Corridor Europe-Caucasus-Asia) international cooperation program in the field of transport to be held in Turkey in January 2015, TRACECA National Secretary in Azerbaijan Akif Mustafayev told Trend Jan.8.
He said that the 11th TRACECA intergovernmental conference will be held in Istanbul January 29 and a meeting of national secretaries of TRACECA will take place January 28. The results of the year, the financial statements will be discussed during the conference, and a new secretary general of TRACECA will be elected.
"Besides, it is expected to sign a number of documents," he said.
Mustafayev mentioned the agreement to establish an arbitration structure in Romania under TRACECA among the documents to be signed in January in Istanbul. The agreement will be signed by a number of countries, particularly by Romania.
The Azerbaijani side believes that there is no need in the creation of the new structure, since no conflicts, the solution of which would require arbitration intervention, have ever arisen from the start of this transport program implementation, according to the national secretary.
At this stage, there is no need to create an arbitration structure, as this would entail additional costs, but in the future, in case of conflict and the emergence of the need for arbitration, Azerbaijan can join this initiative.
He said that the Azerbaijani side also does not support the initiative to introduce reusable permits within TRACECA. This initiative is supported by the countries of Eastern Europe, Turkey, Georgia and a number of others, but Azerbaijan for its own reasons has no plans to sign a document in connection with this initiative.
Azerbaijan will not also sign the document on the initiative of cooperation on the Black Sea and Caspian Sea, Mustafayev said.
This initiative involves the organization of joint work of maritime transport on the Black Sea and Caspian Sea, which will not be appropriate for Azerbaijan, according to the Azerbaijani side.
TRACECA is an international cooperation program in the field of transport between the EU and partner countries in Eastern Europe, South Caucasus and Central Asia. The organization has a permanent secretariat in Baku.
TRACECA member states are Azerbaijan, Bulgaria, Georgia, Kazakhstan, Kyrgyzstan, Armenia, Moldova, Romania, Tajikistan, Turkey, Turkmenistan, Ukraine, and Iran.
