The Council of Europe (CE) Secretary General Terry Davis urges to break the vicious circle, condemning terrorist killing in Ingushetia and expressing condolences to the victims of their families, the CE reported.
"The vicious circle of violence breeding more violence and hatred begetting new hatred must be broken - the sooner, the better. That is the lesson to be learned from the recent tragic history of this part of Europe," Davis said. "Break the vicious circle now."
Powerful explosion occurred near the Nazrani district interior affairs department and the Nazrani district of Ingushetia during establishment of staff, when the Gazel passenger under an unknown driver rammed the gates and entered the territory of the department. This incident caused considerable damage to the building and multi-storey apartment building, located near the department.
According to latest figures, the blast killed 20 people and injured over 138.
"I condemn in the strongest possible terms today's terrorist killing in Russia. This crime violates the most basic natural and universal laws," Davis said. "My sympathy goes to the victims and their families."
As for the people who are responsible for this atrocity, the murderers and those who aid and abet them will remain outcasts forever as far as the rest of humanity is concerned, Davis said.
