ASTANA, Kazakhstan, April 15. Kazakhstan will resume the pilot project on accepting applications for assignment of individual identification numbers (IIN) and issuing the results to foreign citizens from April 18, 2025, Trend reports, referring to the Embassy of the Republic of Kazakhstan in the Russia.

According to information, individual identification numbers will be issued through the foreign institutions of the Republic of Kazakhstan to the following categories:

Potential investors;

Participants in the circulation of goods within the framework of labeling and traceability of goods;

Foreign citizens married to citizens of the Republic of Kazakhstan (for civil status registration in the Civil Registry Information System – IS ZAGS);

Children (under 16) of foreign nationality, where one parent is a citizen of the Republic of Kazakhstan;

Foreign citizens accepting inheritance;

Potential participants of the Digital Nomad Residency and Digital Nomad Visa programs;

Foreign citizens with disabilities;

Foreign citizens aged 65 and over;

Producers and registrants of plant protection products (pesticides);

Foreign citizens who are heads of legal entities, branches, and/or representative offices registered in the Republic of Kazakhstan.

To receive the government service, the applicant must apply in person to a foreign institution of the Republic of Kazakhstan and provide the following documents:

A completed application form;

A copy and the original of an identity document for verification (a valid foreign passport, unless otherwise specified by international agreements of the Republic of Kazakhstan).

Additionally, for potential investors:

A copy of a document confirming membership in the Foreign Investors Council under the President of Kazakhstan (original for verification);

A copy of an investment agreement signed with the authorized investment body of Kazakhstan (original for verification);

A recommendation from government bodies or quasi-governmental entities confirming the implementation of an investment project in Kazakhstan;

A recommendation from the Astana International Financial Centre confirming registration procedures as an AIFC participant for implementing the investment project in Kazakhstan.

For foreign citizens married to citizens of Kazakhstan:

A copy of a legalized or apostilled marriage certificate (with translation into Kazakh or Russian, certified by a translator or translation service if the document is entirely in a foreign language), original for verification;

A copy of the identity documents of both spouses, original for verification.

For children under 16, where one parent is a Kazakhstani citizen:

Birth certificate;

Copy of one parent’s identity document confirming Kazakhstani citizenship, original for verification.

For foreign citizens accepting inheritance:

Copy of the decedent’s death certificate (original for verification);

Copies of documents proving inheritance rights (marriage or kinship documents, will, or court decision).

For Digital Nomad Residency and Visa applicants:

A copy of an IT degree or IT qualification certificate (original for verification), and an IT portfolio with at least three years of experience (for verification);

For IT company heads: a copy of an internal company document appointing the individual to a leadership role for no less than one year (original for verification).

For foreign citizens heading legal entities, branches, or representative offices registered in Kazakhstan:

A copy of the appointment document (e.g., founders' decision or official appointment order), original for verification.

"If the identity document of the applicant lacks personal data (surname, first name, patronymic (if available), place of birth) in Cyrillic or Latin script, a corresponding notarized translation must be attached. Documents issued or certified by a competent institution of a foreign country, or by a duly authorized person within their competence and following the prescribed form bearing the official seal of the foreign state, will only be accepted after undergoing a special certification procedure (legalization or apostille)," the information notes.

In case the applicant submits an incomplete package of documents or provides expired documents, the application will be rejected.
