The Senate of the Parliament of Uzbekistan approved the law “On plant quarantine” in a new edition, Uzbek media reported on June 29.
The law provides for general provisions regulating plant quarantine, system of public service for plant quarantine and management, rights and duties of state and economic management bodies, legal and physical persons in the field of plant quarantine, plant quarantine measures and their implementation, and openness of information in this area, as well as import and export of quarantine products.
The law also stipulates the main directions of the state policy in the sphere of plant quarantine, implementation of state control, development of international cooperation, implementation of the system of measures for external and internal plant quarantine, provision of phytosanitary security, development of a system for effective monitoring in the plant quarantine.
The law is supplemented with the norms providing for the powers of the Cabinet of Ministers of Uzbekistan and state authorities in the plant quarantine sphere.
According to the amendments, citizens' self-government bodies participate in implementation of state, territorial and other programs in the plant quarantine sphere, carry out public control in this area in the relevant territory, assist state inspectors in plant quarantine in informing the public about location of plant quarantine objects.
