Virtual Private Network (VPN) services cost several trillion rials in Iran, Iran's Minister of Communications and Information Technology Mohammad-Javad Azari Jahromi said.
Jahromi made the remarks in the Iranian parliament, Trend reports referring to ISNA.
There is no law in Iran according to which the sale of VPN services is considered a crime, he added.
The VPN services can not be eliminated because, for example, if all VPN services are eliminated, a scholar looking for scientific research or a businessman trying to avoid sanctions will face problems, Jahromi said.
The Iranian minister said that the access to the internet by a scholar, a student, a journalist and a businessman cannot be the same as the access made by an 8-9-year-old child.
Presently, one trillion Iranian rials make up $23 million according to the official exchange rate, while it is $8.8 million according to the exchange rate in the black market.
VPN programs and codes are used in the country to access external websites that are blocked in Iran.
The US imposed sanctions on Iran in November 2018.
