The standard for the maximum permissible emission (MPE) of harmful (polluting) substances into the atmosphere is set for each source of emission in Kazakhstan, the Kazakh Ministry of Ecology, Geology and Natural Resources told Trend.
Commenting on the issue whether there are any restrictions on industrial activity in Kazakhstan in connection with the protection of nature, the ministry stressed that in accordance with the requirements of Article 36 of the Environmental Code, environmental impact assessment is mandatory for any types of economic and other activity that may have a direct or indirect impact on the environment and public health.
"At the same time, it is prohibited to develop and implement the projects of economic and other activity that affect the environment without assessing the impact on it,” the ministry said. “The results of the impact assessment are an integral part of the pre-planned, planned, pre-project and project documentation."
“Thus, on the basis of calculations for each stationary source of emissions and an enterprise as a whole, the standards for maximum permissible emissions and discharges, as well as standards for the disposal of production and consumption waste based on the goals of achieving environmental quality standards at the border of the sanitary protection zone and on nearby residential areas are set,” the ministry said.
"For the period until the end of the implementation of technical measures to reduce the level of emissions of pollutants to ensure the achievement of environmental quality standards, the standard volumes of emissions - limits on emissions into the environment are gradually set," the ministry said.
The MPE standard for harmful substances into the atmosphere is set for each source of atmospheric pollution.
"This standard is set on the condition that emissions of harmful substances from this source and from the totality of sources of a city or other settlement, exceeding their maximum permissible concentration at the borders of sanitary protection zones and settlements, taking into account the prospects for the development of the enterprise and the dispersal of harmful substances in the atmosphere will not create a surface concentration," the ministry said.
