Azerbaijan sees growth in e-procurement value

BAKU, Azerbaijan, December 26. Azerbaijan has seen positive outcomes from the digitalization of its state procurement system during the first eleven months of the year, resulting in increased competitiveness and accountability, the State Service for Antimonopoly and Consumer Market Control said, Trend reports.

The total volume of electronic procurement reached 3.5 billion manat, or $2 billion from January through November 2024, nearly tripling compared to the same period last year, when it amounted to 1.27 billion manat ($747 million).

The State Service noted that this year, the savings from electronic procurement totaled approximately 559.7 million manat ($329.2 million). These results were achieved through the effective use of public funds, the prevention of unnecessary expenses, and strengthened financial discipline.

Due to enhanced control measures in public procurement and the removal of bureaucratic barriers, the level of market participants has increased. In the first eleven months of 2024, the average number of participants in completed public procurement tenders was 6.5.

The State Service continued its regulatory measures to ensure equal opportunities for entrepreneurs in public procurement. It addressed 1,270 complaints related to barriers created by procuring organizations. A total of 13,477 final reports on the results of tenders were analyzed, leading to the cancellation of 1,790 final reports (13.3 percent) due to violations of legislative requirements.

The State Service for Antimonopoly and Consumer Market Control is responsible for shaping and executing state policies related to antimonopoly measures, public procurement, technical regulations, standardization, metrology, and consumer protection. Its primary objective is to foster an environment conducive to free competition and provide robust support for entrepreneurship, thereby promoting the sustainable growth of the national economy.

The service was established by the decree of the President of the Republic of Azerbaijan dated October 23, 2019.
