BAKU, Azerbaijan, August 4. Kazakhstan and Hong Kong-based Full Vision Capital have signed a memorandum of understanding to develop an integrated ecosystem for sustainable aviation fuel (SAF) production in Alatau City.

According to the press service of Kazakh government, the agreement was signed following a meeting between Kazakhstan’s Prime Minister Olzhas Bektenov and Full Vision Capital founder Peter Lee, during which the sides discussed long-term cooperation in the energy sector, including the development of clean aviation fuel production, smart energy solutions and advanced energy storage systems.

Special attention was paid to the launch of the first pilot project in Alatau City, which is being positioned as a platform for introducing new technologies and sustainable development solutions. "The Constitutional Law ‘On the Special Legal Regime of Alatau City’ provides investors with legal certainty, stable tax conditions and a one-stop-shop mechanism. Alatau City can become a pilot platform for localizing technologies and your development experience. The government is ready to provide the necessary support," Bektenov said.

According to the Prime Minister, the special legal regime creates favorable conditions for attracting investment and implementing innovative projects in the city.

Peter Lee presented Full Vision Capital’s vision for further cooperation aimed at creating a long-term and scalable partnership model between the company and Kazakhstan. "It is a great honor for us to cooperate with the Government of Kazakhstan in supporting the green transformation of Alatau City. Through this partnership, we aim to introduce innovative technologies that will help Alatau, as well as Kazakhstan as a whole, establish a new international standard for sustainable urban development," Lee said.

The memorandum was signed by Alatau City Authority, Kazakhstan’s ministries of energy, agriculture and transport, and Full Vision Capital under the Green Kazakhstan project. The document envisages studying the creation of an integrated SAF production ecosystem covering the entire value chain - from the cultivation of agricultural raw materials to their processing and production of finished fuel. The parties will also explore the introduction of smart energy solutions and nickel-hydrogen energy storage systems to improve energy reliability and support the integration of renewable energy sources.

Following the meeting, Bektenov instructed relevant government bodies and Alatau City Authority to facilitate the implementation of pilot projects.

Full Vision Capital is an investment and incubation platform focused on green economy projects and advanced technologies, including smart energy solutions and environmental technologies. The company was founded by Peter Lee, who also serves as chairman of Henderson Land Group, The Hong Kong and China Gas Company Limited (Towngas), and Towngas Smart Energy Company Limited.
