BAKU, Azerbaijan, August 4. Kazakhstan will develop additional measures to support domestic producers, increase the share of locally made goods on the domestic market and help companies enter foreign retail chains, Prime Minister Olzhas Bektenov said at a government meeting.
Bektenov emphasized the need to expand the presence of Kazakh-made products both domestically and abroad, noting that the country has already established key support mechanisms for producers.
"Under the instructions of the President, the country has formed the main tools to support domestic producers. Kazakh enterprises have priority in supplying goods and services within national and infrastructure projects. Tax and other government support measures create conditions for launching new and expanding existing production facilities. Now it is necessary to ensure sustainable growth in the share of domestic products on the internal market and expand exports of Kazakh goods," Bektenov said.
According to him, Kazakhstan needs to focus on promoting finished products with higher added value on international markets. "It is necessary to expand the presence of Kazakh finished products on foreign markets," the Prime Minister stressed.
The government instructed the Ministry of Trade and Integration, together with relevant agencies, to develop a mechanism to support domestic manufacturers entering major foreign retail chains, identify priority countries, retailers and product categories, and prepare measures covering promotion, certification, logistics and placement of Kazakh goods on international shelves.
Bektenov also highlighted the role of digital tools in supporting producers. According to him, the Register of Domestic Producers was created to provide companies with faster access to government support measures and confirm local origin of goods, while the National Product Catalogue introduced this year has laid the foundation for a unified digital system for real-time product traceability. "All the measures being taken are aimed specifically at creating and developing competitive domestic production," he said.
The Prime Minister noted that government support measures are already producing results, including in the food sector. "Such an approach is used by all developed economies — from providing subsidies to promoting goods on global markets. We will also follow this policy. Moreover, we see clear positive results. For example, Kazakhstan generally provides the domestic market with basic food products. In the first half of the year, production volumes increased by almost 10%," Bektenov said.
He added that agricultural exports continue to demonstrate steady growth due to comprehensive state support. "Now we need to continue saturating the domestic market with local products, expand sales markets and more actively promote our goods on foreign markets. The national “Kazakhstan-made” label should be associated with high quality that consumers trust," Bektenov said.
As part of further measures, the Ministry of Trade, together with state bodies and the Atameken National Chamber of Entrepreneurs, was instructed to develop within a month a comprehensive program to support and promote products under the “Kazakhstan-made” brand.
The government will also identify priority product categories with the highest consumer demand and establish targets for increasing the share of domestic goods in these segments. In addition, work will continue with retail chains to develop local brands and conclude long-term supply agreements with Kazakh producers.
