TASHKENT, Uzbekistan, September 18. President of Uzbekistan Shavkat Mirziyoyev has signed a Resolution on Measures to Further Accelerate the Implementation of Digital Technologies Across Regions, Sectors, and Industries of the Republic, aimed at improving the quality of electronic services for the population, Trend reports via the National Database of Legislation.
The document outlines the key directions for developing the Digital Government system for 2025–2026, including the launch of 41 priority projects, increasing the share of electronic government services to 70 percent, and providing over 30 types of services directly at the local mahalla level.
Starting November 1, 2025, mobile operators, commercial banks, and payment organizations will be able to provide paid electronic government services through the Unified Interactive Public Administration Portal (UIPAP). From December 1, 2025, non-governmental and non-profit organizations will be able to carry out inter-agency electronic interactions through the Interagency Integration Platform of the “Digital Government” system.
From January 1, 2026, citizens’ requests regarding social assistance, maintenance of family and resident records, and other local population services at mahallas will be handled via the “Digital Mahalla” platform. Starting May 1, 2026, the provision of government services related to disability certification, referral, and enrollment for preferential treatment in medical institutions will be carried out in a composite electronic format.
By the end of 2026, the launch of a “voice assistant” is planned to automatically record doctors’ speech during medical examinations, along with an AI-based “digital doctor assistant” program to aid specialists in diagnosis.
From November 1, 2025, students at public higher education institutions will be able to submit requests for partial monthly rent reimbursement through the Unified Portal. Starting January 1, 2026, all government services related to educational processes in secondary, specialized, vocational, and higher education institutions will be provided exclusively in electronic form via UIPAP.
Moreover, from November 1, 2025, the requirement to reissue a vehicle registration certificate when installing a gas cylinder will be abolished — the relevant data will now be recorded electronically.
The Resolution is aimed at systematically implementing digital technologies, simplifying access to government services, and increasing their efficiency for citizens across all regions of the country.
