ASTANA, Kazakhstan, October 1. The European Bank for Reconstruction and Development (EBRD) has expressed its willingness to provide not only financial but also expert assistance in analyzing the intergovernmental agreement for the Kambarata HPP-1 project, Trend reports via the Ministry of Energy of Kazakhstan.
This was stated by the EBRD Managing Director for Central Asia, Huseyin Ozhan, during a meeting with Kazakhstan’s Minister of Energy, Yerlan Akkenzhenov.
The Kambarata HPP-1 is a major regional initiative, with a capacity of 1,860 MW, located on the Naryn river in Kyrgyzstan. The project is a joint effort between the governments of Kyrgyzstan, Uzbekistan, and Kazakhstan, aimed at enhancing energy security and promoting sustainable water resource management in Central Asia.
Ozhan also underscored the strategic imperative of renewable
energy initiatives and articulated a commitment to advancing
collaborative synergies within this domain.
Akkenzhenov underscored that the paramount objective is the
ratification of the intergovernmental accord among the three
nations to advance the initiative. Furthermore, in the course of
the meeting, dialogues were conducted regarding wind energy
initiatives integrated with battery energy storage systems (BESS),
boasting a cumulative capacity of 1 GW, to be executed in
partnership with Total and Masdar.
The tertiary ministerial roundtable concerning the Kambarata HPP-1
initiative convened on September 25-26, 2025, in Brussels, where
the representatives of Kyrgyzstan, Uzbekistan, and Kazakhstan
delineated a consensus on the forthcoming phases and temporal
framework for the preparatory activities associated with the
hydropower plant project.
