The Ministry of Agriculture of Kazakhstan intends to expand veterinary and quarantine control at the customs border of the Eurasian Economic Union, said the First Vice-Minister of Agriculture of Kazakhstan Kairat Aytuganov during the presentation of the draft law "On amendments and additions to legislative acts of the Republic of Kazakhstan regarding regulation of the agro-industrial complex" in the Parliament of Kazakhstan, Kazakh media reported.
"The bill provides for veterinary and quarantine control when moving goods across the customs border of the Eurasian Economic Union not only at checkpoints, but also in other places, defined by law that will prevent unauthorized importation and export of goods. The ministries, in turn, control and coordinate functions related to the export and import of agricultural products, as well as the activities of the akimats (executive bodies of the Kazakh regions)," he said.
"The control over the akimats is carried out in the form of a random inspection, no more than once a year, which leads to insufficient coordination of the assigned responsibilities between the center and the regions - primarily in matters of vaccination, identification and diagnostic studies, carrying out measures against enzootic diseases," Ayputanov said.
The vice-minister also added that the bill provides for the development of target indicators for improving the performance of local executive bodies in the field of veterinary medicine.
The assessment of the effectiveness of the activities of local executive bodies will be conducted according to the System of the annual performance evaluation approved by the decree of the president of Kazakhstan.
