Kazakh Prime Minister Askar Mamin spoke about the measures of support provided to domestic producers, Trend reports referring to Kazakh media.
"Having considered your parliamentary request regarding support for domestic producers in the conditions of compliance with the WTO (World Trade Organization) rules, I would like to inform you that on the eve of the end of the transition period and Kazakhstan's full participation in the WTO, the development and protection of the domestic market is becoming one of the most pressing issues that require a serious approach and effective decisions," Mamin said.
A meeting was held on October 6, 2020, on the development of local content in regulated procurement in the context of Kazakhstan's accession to the WTO at the site of the Ministry of Industry and Infrastructure Development, with the participation of interested bodies and organizations.
Following the meeting a working group was created to develop a proposal and alternative mechanisms aimed at developing local content and providing support to Kazakh producers in the light of global integration processes.
"During the meeting, the proposals of QazIndustry Kazakhstan Center for Industry and Export on the development of local content were supported, in particular, on the rebranding of the term "local content" to a more neutral one and universally adapt the use of an alternative concept, for example, "in-country value".
It was also proposed to legislate this term in the developed concept of the draft law on Industrial policy and to consider the possibility of re-qualifying purchases of the quasi-public sector in the category for government purposes.
"These measures will make it possible, without attracting undue attention from the international community, to develop and implement measures to support domestic producers," the PM said.
"To date, the relevant working group is working on this issue to develop a proposal and alternative mechanisms aimed at developing local content, the results of which the Ministry of Industry and Infrastructure Development will inform additionally by the end of 2020. In general, the issue of supporting domestic producers is under the constant control of the government," Mamin concluded.
