Turkey presented to Azerbaijan a draft agreement on the mutual recognition of electronic signatures between the two countries, said Habib Abbasov, an expert at the Azerbaijan National Center for Certification Services, Trend reports.
Abbasov made the remark during the online event entitled ‘Smart Projects’, which was organized by the Data Processing Center of Azerbaijan.
According to the expert, a corresponding memorandum was signed between the parties in this direction, and currently, work is underway at the legislative level within the framework of the project.
Abbasov noted that each country has its own platforms and special approaches to the mutual recognition of the e-signature.
"For example, Turkey's technologies are based on creating a reliable store of trusted root certificates for certification authorities. This platform is used in many countries in the EU. From this point of view, it is necessary to form such a system so that we can integrate everyone into it, or we will have to interact with each country in accordance with its requirements. There are several options in the development of such a solution, where one of the best is integration under the eIDAS regulation adopted by Europe (electronic identification, Authentication and trust Services - the EU regulation on electronic identification and trust services for electronic transactions in the Single European Market)," said Abbasov.
"There were some legal problems with the Turkish side, but after the meeting of our leaders, they have already been resolved. The Turkish side has already officially sent us a corresponding agreement, and we are working on it so that an agreement can be reached," he noted.
"The Azerbaijani side, together with Belarus, has successfully completed all the technical work on the mutual recognition of e-signatures. A memorandum has been signed with this country, and this work can be continued by working out certain road maps," Abbasov added.
"I would like to note that work has begun between our country and Russia on the mutual recognition of e-signatures. Unfortunately, this project is currently suspended due to the coronavirus pandemic," he added.
The Data Processing Center under the Ministry of Transport, Communications and High Technologies of Azerbaijan organized an online event ‘Smart Projects’, where the director of the National Center for Certification Services of Azerbaijan Arif Mailov, an expert of the center Habib Abbasov, as well as a number of other participants.
