BAKU, Azerbaijan, October 22. Azerbaijan’s consolidated budget revenues reached 35.9 billion manat ($21.1 billion) from January through September 2025, while expenditures totaled over 29 billion manat ($17 billion).
Data obtained by Trend from the Ministry of Finance indicates that revenues decreased by 3.4 percent and expenditures increased by 2 percent compared to the same period last year, resulting in a budget surplus of 6.8 billion manat ($4 billion), down 21.1 percent year-on-year.
During the reporting period, the State Oil Fund of Azerbaijan (SOFAZ) recorded revenues of 13.1 billion manat ($7.7 billion) and expenditures of 10.8 billion manat ($6.3 billion). The State Social Protection Fund under the Ministry of Labor and Social Protection of Population reported revenues of 5.88 billion manat ($3.4 billion) and expenditures of 5.62 billion manat ($3.3 billion), while the Unemployment Insurance Fund recorded revenues of 177.3 million manat ($104.2 million) and expenditures of 158.6 million manat ($93.2 million). The Compulsory Medical Insurance Fund reported revenues of 1.52 billion manat ($894.1 million) and expenditures of 1.68 billion manat ($988.2 million).
Meanwhile, the budget of the Nakhchivan Autonomous Republic registered revenues of 325.5 million manat ($191.4 million) and expenditures of 302.2 million manat ($177.7 million) during the same period.
