BAKU, Azerbaijan, August 5. Moninder Singh Bual, Chairman of the Sikh Federation of Canada, a well-known human rights activist who works closely with the Baku Initiative Group (BIG), is targeted by the Indian government.

According to the information, Bual's appeals to international organizations and official documents submitted, as well as the direct assassination plans and transnational repression aimed at his and his family's lives, have sparked serious discussions at the international level.
The group noted that according to a newly released UN Special Rapporteurs' report, Moninder Singh Bual has received 4 official "death threat alerts" from Canadian security agencies since 2022 for advocating for Sikh self-determination on international platforms.
"The last, fourth official notice was delivered directly to his home on February 22, 2026, and for the first time in these assassination plans, which Canadian intelligence agencies assessed quite seriously, not only the activist himself, but also his wife and two minor children were directly targeted.
According to the report, this secret assassination attempt is a clear example of the Indian state's strategy to physically destroy dissidents and human rights defenders cooperating with UN special mechanisms in any geography, and it is not accidental that the activist was there before he left for Geneva to participate in the 61st session of the UN Human Rights Council.
In connection with the critical situation that has arisen, five UN special rapporteurs and experts on human rights, counter-terrorism, freedom of assembly, and freedom of religion have sent a letter of formal protest and appeal to the Canadian government.
UN officials have directly stated that the threat faced by Moninder Singh and his family is part of the illegal transnational repression, contract killings, and revenge attacks carried out by the Indian authorities and intelligence agencies abroad.
The letter mentioned the murder of another Sikh activist, Hardeep Singh Nijjar, who received the same warning in 2023 on Canadian soil by Indian secret agents and organized crime groups, and expressed serious concern over Canada's continued vigilance against the state terrorism carried out by official Delhi on the territory of sovereign countries.
The documents prove that the Indian government is not satisfied with suppressing the fundamental rights of ethnic and religious minorities within its borders, but is also trying to silence Sikh activists living and operating in Western countries through illegal espionage, blackmail, and terrorist methods.
After the full text of the official document of the UN experts was made public, it became the main topic of the world press. The Guardian, as well as leading media agencies such as Canada's CBC News, Global News, and The Independent, devoted extensive space to the topic, highlighting the violation of the internal security of sovereign states by Indian intelligence networks, secret conspiracies against Sikh activists in Europe and North America. and have sharply criticized the establishment of threat networks," the report noted.
The report pointed out that the social media profiles and website of the Baku Initiative Group are regularly subjected to cyberattacks originating from India.
