ASTANA, Kazakhstan, April 23. Prime Minister of Kazakhstan, Olzhas Bektenov, held a meeting of the Board of Directors of JSC National Welfare Fund Samruk-Kazyna, which featured a report of the Chairman of the Board of the Fund, Nurlan Zhakupov, on production and financial indicators, Trend reports.
The Fund's leadership reported on 46 large investment projects in priority sectors of the economy with a total value of approximately 36.4 trillion tenge (around $69.16 billion).
"Today, construction and installation works have begun on projects such as 'Polyethylene Production,' a sulfuric acid plant, and the 'Moyinty-Kyzylzhar' railway line, as well as a gas processing plant in the city of Zhanaozen, and substations 'Shu,' 'Zhambyl,' and 'Shymkent' as part of strengthening the electrical grid in the Southern Zone of Kazakhstan's Unified Energy System," said Nurlan Zhakupov.
According to him, by the end of 2025, it is planned to complete such infrastructure projects as the 'Dostyk-Moyinty' railway line, a bypass railway line around the city of Almaty, a container hub based at the port in the city of Aktau, the 'Taldykorgan-Usharal' main gas pipeline, a desalination plant in Kenderli, as well as projects to expand the CASPI BITUM plant and the reconstruction of the diesel fuel hydrofining unit at the Pavlodar Oil and Chemical Plant.
In the course of the meeting, attention was given to the ongoing work to support domestic producers. The Fund's procurement rules provide for: priority procurement of goods from domestic manufacturers (DM), obligations for contractors and subcontractors to purchase goods from DMs when performing works and services, as well as more than 16 additional support measures.
As part of these support measures, the number of contracts concluded with Kazakhstani producers is expected to increase from 1.1 trillion tenge (around $2.09 billion) in 2024 to 1.4 trillion tenge (around $2.66 billion) in 2025.
"Under the Import Substitution Program, last year, 'Samruk-Kazyna' signed off-take contracts with Kazakhstani entrepreneurs worth 191 billion tenge (around $363 million) — a tenfold increase. One of the measures to support business is the electronic store skstore.kz. More than 13,000 representatives of SMEs and 500 domestic manufacturers are registered on the platform. As of the end of 2024, the number of orders reached 25,000, totaling 14.6 billion tenge (around $27.7 million), a sevenfold increase compared to 2023," added Zhakupov.
Following the meeting, the Prime Minister instructed the leadership of 'Samruk-Kazyna' and the relevant ministries to ensure the timely implementation of projects due to their multiplicative effect on infrastructure, energy, transportation logistics, and industrial and economic development in Kazakhstan.
