Turkmenistan invites the foreign companies to sign a production sharing agreement (PSA) to develop gas fields exclusively on the offshore blocks. The contracts on the onshore field must be service ones.
Turkmen Vice-Prime Minister Baimurad Khojamuhammadov stated on this at the first international gas conference in Ashgabat. He added that now "all are aware of this" and no "different interpretations" should be.
Turkmenistan signed a PSA on the onshore field only with CNPC, which has built a pipeline to supply gas from Central Asia to China. The new pipeline, which was commissioned in December 2009, should ensure the supply of Turkmen gas amounting to 40 billion cubic meters for 30 years.
All other PSA contracts were signed on the offshore fields. In 2009, the country signed such contacts with the German RWE and Russia's Itera. In addition, there are also PSA contacts on onshore oil fields in the western part of the country.
In 2009, the volume of direct foreign investment on PSA amounted to about $3.7 billion compared to over $2 billion in 2008.
