BAKU, Azerbaijan, August 14. A total of 1,144 final procurement protocols were canceled in Azerbaijan during the first half of this year, Deputy Chairman of the State Agency for Antimonopoly and Consumer Market Control, Mirza Mirzayev, said at the training "State procurement: process, participants and control mechanisms," Trend's correspondent reports from the event.
"In total, 3,489 electronic procurements were held during the first half of 2026, and the total amount of these purchases amounted to 1.7 billion manat ($1 million). As a result of electronic purchases during the reporting period, the state budget was saved by 294.3 million manat. The specific weight of the saved amount in the estimated price was 14.7%. The results achieved created conditions for strengthening financial discipline, minimizing additional costs, and optimizing procurement costs," he said.
Mirzayev also emphasized the importance of expanding the competitive environment in public procurements.
"Expanding the competitive environment not only increases the opportunities for more entrepreneurs to access public orders, but also allows for more efficient formation of procurement results. The average number of participants in the procurements launched during the first 6 months of the current year was 3.7 under the open tender method and 3.4 under the quotation request method, totaling 3.5. Ensuring multiple participation in public procurement serves to stimulate economic activity," he explained.
The deputy chairman also highlighted the mechanisms for controlling procurement processes.
"Controlling the implementation of procurement processes in accordance with the requirements of the legislation is also an important element of the procurement system. The function of each party participating in this process is determined by legislation.
State procurement organizations carry out the procurement process, entrepreneurs submit their proposals, and the State Agency for Antimonopoly and Consumer Market Control performs the functions of regulating the state procurement system, providing methodological support, monitoring, and control," Mirzayev pointed out.
He noted that for the implementation of these functions, measures have also been taken to expedite the processing of applications related to state procurement and strengthen control over compliance with the legislative requirements.
"In the first half of the year, 1,144 final protocols were canceled in which violations of the requirements of the legislation were detected during the competition," he added.
