BAKU, Azerbaijan, August 14. Climate change-related expenditures in Azerbaijan’s “Education,” “Agriculture”, and “Environmental protection” sectors totaled 1.4 billion manat ($0.82 billion) in 2025.

This is reflected in a report published by the Ministry of Finance.

According to the report, 95.3% of the funds, or 1.34 billion manat ($0.78 billion), was classified as mixed (neutral) spending. This category includes measures that have both positive and negative impacts based on various environmental criteria.

Meanwhile, 66.3 million manat ($39 million), or 4.7% of climate change-related spending, was classified as pure green spending.

By climate objective, 1.38 billion manat ($0.81 billion) of total spending was allocated to adaptation measures, while 20 million manat ($11.8 million) accounted for mitigation measures.

Thus, adaptation to the impacts of climate change appears to be the main priority in climate financing.
