BAKU, Azerbaijan, December 8.​ An international conference dedicated to the 30th anniversary of the Constitution of the Republic of Azerbaijan and the 107th anniversary of the Azerbaijani parliament was held in Baku, Trend reports.

Titled “Heydar Aliyev—the Founder of Constitutionalism and Parliamentarism in Sovereign Azerbaijan,” the event highlighted the legacy of Azerbaijan’s national institutions and their development under Heydar Aliyev.

The conference was organized by the Baku branch of the International Institute for Monitoring the Development of Democracy, Parliamentarism, and Observance of Citizens’ Electoral Rights (IIMDD) of the Interparliamentary Assembly of the Commonwealth of Independent States (IPA CIS).

Opening the conference with an introductory speech, Ramin Rzayev, Director of the Baku Branch of the CIS PA, presented information about publications prepared as a result of research work carried out by the branch's staff and experts. He noted that the publications are devoted to a comprehensive and systematic analysis of the historical role and multifaceted achievements of national leader Heydar Aliyev in the formation and development of constitutionalism and parliamentarism in the country. Rzayev also emphasized that the significant successes achieved in the socio-political, socio-economic and cultural spheres during the leadership of the President of the Republic of Azerbaijan, Ilham Aliyev, as well as the strengthening of Azerbaijan's international position, are clear evidence of the consistent and successful continuation of the far-sighted strategic line of the great leader Heydar Aliyev.

Deputy Secretary General of the Council of the CIS Interparliamentary Assembly, Plenipotentiary Representative of the Azerbaijani Parliament to the CIS Interparliamentary Assembly, Aydin Jafarov addressed the participants with a welcoming speech on behalf of the Head of the Secretariat of the Council of the CIS Interparliamentary Assembly, Secretary General Dmitriy Kobitskiy. He expressed gratitude to the Azerbaijani Parliament and the Secretariat of the Council of the CIS Parliamentary Assembly for their support in organizing the conference.

Speaking at the event, MPs Nizami Safarov and Goydeniz Gahramanov emphasized the importance of developing parliamentary traditions in Azerbaijan and thoroughly studying the theoretical and practical aspects of constitutionalism in the context of improving statehood. They also highlighted the exceptional role of national leader Heydar Aliyev in the adoption of the Constitution of the Republic of Azerbaijan.

Deputy Director of the CIS PAI Elena Yeremenko noted in her speech the relevance of holding such an event within the framework of the declared 2025 “Year of the Constitution and Sovereignty” and expressed her gratitude to the participants for their active participation in the conference.

The conference participants emphasized that the Constitution of the Republic of Azerbaijan plays the role of the main legal basis of the country's legal system, as well as the historical role of the National Leader Heydar Aliyev as the founder of the traditions of statehood.

The event concluded with an awards ceremony for the winners of the VI International Student Internet Olympiad “Electoral Systems of the World,” held in November this year.

In conclusion, conference participants were presented with copies of the books “Heydar Aliyev – Founder of Constitutionalism in Sovereign Azerbaijan” and "The Development of Parliamentarism in the Republic of Azerbaijan: History and Modernity," prepared by the Baku branch of the CIS PA and its experts, reflecting the history of the Constitution and Parliament of the Republic of Azerbaijan.
