Azerbaijan, Baku, 10 July / Trend , corr. A.Gasimova/Hardly had the G8 summit in Japan finished, the USA is speaking about urgent improvements in the relations with Russia. On Wednesday the senate of the USA made a resolution with challenge to the G8 leaders to ensure more constructive relations with Russia.
" Russia must be important partner in resolving questions facing international community. There are much talented people in this country, it possesses comprehensive resources and plays large role in ensuring global security. But the significant co-operation with the USA depends on the readiness of Russia to respect its neighbors and to correspond to the ideals of democracy and accountability, which President Medvedev promised to support," mentioned in the statement of author of resolution, Chairman of Senate Committee on Foreign Affairs, Democratic Senator Joseph Baiden, made in Washington.
Thus, the USA tries to improve its relations with its rival No 1. Why now?
Despite irreconcilable position of Russia, the USA nevertheless signed agreement with the Czech Republic regarding establishment of missile defense system although Russia considers this system as threat for its security. Irrespective of Russia's objection, Kosovo with the active support of the USA, it was recognized as an independent under the control of international organizations with the onward integration of Kosovo and Serbia into the European Union, which, in the opinion Russia, is unacceptable without agreement of Belgrade. Recognizing independence of Serbian province became "blow lower than belt" for Russia. This showed that even European Union, in which there is no unity on foreign policy and whose armed forces are not so strong, can ignore Moscow.
Now US make every effort to gain allies on the borders of Russia which are on bad terms with Kremlin. US are not going to give up its commitment to the conception of strengthening independence of the post soviet states. It is obvious that US passed resolution concerning Russia in favor of EU. This obvious demonstration of good relations with Russia is nothing more than respect for its allies in Europe.
Russia is important for 25 EU states for its energy resources. The European gas market is playing an important role in the export policy of Gazprom due it geographical closeness to Russia and domination of Russian gas there. Gazprom accounts for the one third of the import to the western Europe. The key consumers of the Russian are Germany, Italy, Turkey and France. The last tendencies in the governments of the European Union aimed reducing dependence of the European market on the Russian energy sources accounts for the probable alignment of forces in favor of Moscow. Focusing on the risk on dependence of the Europeans on one energy source, the Brussels politicians ignore the fact that gas industry of Russia depends on its purchasers in Europe to a great extent.
The decisive fact in the energy field is that US is the big consumer of the energy resources and Russia - the largest producer and possessor of gas reserves.
The development of Russia is of great significance for US and much depends on Moscow in the functioning of the world order which is a good reason for further developing bilateral relations.
Regardless of the outcome of the presidential elections, the majority of the congressmen will be Democrats and they will probably pursue more moderate policy towards Russia than Republicans. It can have a good impact on the relations of the two super powers. Even if US and Russia do it reluctantly.
