ASHGABAT, Turkmenistan, April 10. Turkmenistan has been vigorously advancing its energy sector in recent years, prioritizing endeavors to broaden and modernize its energy infrastructure.

Investments in contemporary technologies and infrastructure enable Turkmenistan to enhance energy efficiency, guarantee system stability, and broaden its potential for energy exports, thereby generally bolstering the country's economy and its standing in the global energy market.

According to the review prepared by Trend, Turkmenistan demonstrates good results in the development of its energy sector in the first quarter of 2024.

Electricity supplies to Afghanistan

Turkmenistan and the Da Afghanistan Breshna Sherkat (DABS) energy company have signed a deal to supply 1.8 billion kilowatt-hours in 2024. The contract was signed during the visit of DABS CEO Muhammad Hanif Hamza to Turkmenistan, who met with the Minister of Energy of Turkmenistan Annageldi Saparov, and the management of Turkmenistan's Turkmenenergo State Electric Power Corporation. The deal provides for the supply of Turkmen electricity through four lines: Andkhoy, Akina, Badgis, and Turgundi-Herat.

Purchase of bulldozers from China for the energy sector

Turkmenistan purchased 30 new Chinese-made bulldozers for its energy sector in early January this year. The bulldozers were purchased by the 'Nebitgazçykaryş' association of enterprises (oil and gas production) in the Balkan region. The machinery will be directed to the development of oil and gas fields in the region, as well as distributed for construction and installation work at various facilities of enterprises, such as laying gas pipelines leading to settlements.

Joint development of deposits with ADNOC

Turkmengaz State Concern of Turkmenistan and the Abu Dhabi National Oil Company (ADNOC) have signed a memorandum of understanding on cooperation in the development of Turkmenistan's largest gas field, Galkynysh. The document was signed following the visit of the Chairman of the People's Council of Turkmenistan Gurbanguly Berdimuhamedov to the UAE. The memorandum assumed the intention of the parties to attract strategic partners for the development of the third stage of the Galkynysh field.

Signing of a Memorandum of Understanding with Dragon Oil

The Turkmennebit State Concern of Turkmenistan and the Dragon Oil Company signed a Memorandum of Understanding. This document was signed during the meeting of Chairman of the People's Council of Turkmenistan Gurbanguly Berdimuhamedov with Chairman of the Board of Directors of the UAE's Dragon Oil Company, Saeed Al Tayer, in Abu Dhabi.

Publication of the total number of wells in the Lebap region

The total number of gas wells in the Lebap region, located in the east of Turkmenistan, amounted to 91 units at the beginning of January. Due to this, the average daily production of natural gas in the region was about 33 million cubic meters per day. Part of the extracted gas was exported to the Chinese market via the Turkmenistan-Uzbekistan-Kazakhstan-China gas pipeline.

Discussion with Afghanistan on the implementation of the TAPI project

Turkmenistan and Afghanistan discussed the start of practical work within the framework of the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline project. The meeting on the matter took place in Kabul between Chairman of the Board of Directors of TAPI Pipeline Company Ltd. Muhammetmyrat Amanov, Ambassador of Turkmenistan Khoja Ovezov, and Acting Minister of Mines and Petroleum of Afghanistan Shahabuddin Delawar. During the meeting, the parties discussed the importance of the TAPI transnational gas pipeline project, the allocation of land for the construction of the pipeline, and the dispatch of a technical group from Turkmenistan to Kabul.

Construction of the plant by Japanese companies

Turkmenistan's Turkmenhimiya State Concern, Kawasaki Heavy Industries, Ltd., and Itochu Corporation signed a Memorandum of Understanding on projects for the construction of a gasoline plant from natural gas and fertilizer plants. The document was signed during negotiations between the Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs of Turkmenistan, Rashid Meredov, and the Minister of Economy, Trade, and Industry of Japan, Ken Saito, in Tokyo.

Strengthening the decarbonization partnership with Japan

Turkmenistan and Japan have signed a memorandum of understanding, which includes cooperation in the field of decarbonization. The document was signed by the Deputy Prime Minister, Minister of Foreign Affairs of Turkmenistan, Rashid Meredov, and Minister of Economy, Trade, and Industry of Japan, Ken Saito, at a meeting in Tokyo. The parties agreed to cooperate in the field of technologies that contribute to reducing greenhouse gas emissions during production processes in the fuel and energy complex of Turkmenistan.

IRENA's interest in opening an office in Turkmenistan

In mid-February, the International Renewable Energy Agency (IRENA) expressed a desire to open a national office in Turkmenistan to promote renewable energy initiatives. This prospect was discussed during a meeting between the Deputy Chairman of the Cabinet of Ministers, the Minister of Foreign Affairs of Turkmenistan Rashid Meredov, and the Deputy Director General of IRENA, Gauri Singh.

Cooperation with UNECE in the fields of renewable energy and natural gas

Turkmenistan and the UN Economic Commission for Europe (UNECE) discussed issues of enhancing international cooperation in the fields of renewable energy and natural gas. These issues were discussed during a meeting of representatives of relevant ministries, departments, and state concerns in Turkmenistan with the Director of the Sustainable Energy Division of the UNECE, Dario Liguti, who arrived in Ashgabat. During the meeting, an interesting exchange of views took place on the achievements of the oil and gas industry of Turkmenistan and the implementation of tasks in this area.

Discussion with India on the implementation of the TAPI project

Turkmenistan and India discussed the implementation of the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline project. These issues were discussed between the President of Turkmenistan, Serdar Berdimuhamedov, and the newly appointed Ambassador Extraordinary and Plenipotentiary of India to Turkmenistan, Madhumita Hazarika Bhagat. During the meeting, the parties noted the importance of the project for all participating countries in the construction of this transnational gas pipeline. They noted that the implementation of this project will contribute to the economic growth of the participating countries, create new jobs, build social and industrial infrastructure facilities, and attract significant foreign investment.

Cooperation with Türkiye on energy issues

The Turkish Minister of Energy and Natural Resources, Alparslan Bayraktar, announced the signing of a Memorandum of Understanding in the energy sector between Ankara and Ashgabat. The Memorandum was signed in the presence of Turkish President Recep Tayyip Erdogan and Chairman of the People's Council of Turkmenistan Gurbanguly Berdimuhamedov on the sidelines of the Antalya Diplomatic Forum. "The document is intended to contribute to the cooperation of our countries and forms the basis for joint work in the field of natural gas. The signatures under the document symbolize our desire to supply Turkmen gas first to Türkiye and then to world markets," Bayraktar said.

Definitions of the volume of electricity exports to Afghanistan

Turkmenistan intends to export a total of 1,835.3 million kWh of electricity to Afghanistan this year. This was announced by the Head of the Turkmen Energy Ministry’s International Electricity Projects Department in the TAP direction, Myrat Artykov, at the Turkmen-Afghan Business Forum in Ashgabat city. He noted that in order to fully meet the demand for electricity from consumers in the Afghan provinces of Herat, Farah, and Kandahar and to promote the socio-economic development of the neighboring country and its successful integration into international economic relations, the Turkmenistan-Afghanistan-Pakistan (TAP) transmission line project was launched.

Maintenance of Galkynysh field facilities by Petrofac

Petrofac Company (UK), a leading provider of services to the global energy industry, has received a contract from Turkmenistan's Turkmengaz State Concern for the maintenance of the Galkynysh field. The contract was concluded for three years, and its value amounted to more than $200 million. The contract includes the provision of personnel to monitor and support operations and maintenance, the provision of technical support and procurement services, as well as the development and implementation of management systems to support the efficient operation of central processing units 1 and 1A of the Galkynysh gas field.

Greenlight for the construction of a power plant by Çalık Enerji

Turkish Çalık Enerji company receives a financial guarantee for the construction of a combined-cycle power plant with a capacity of 1,574 MW in Turkmenbashi city in the Balkan region of Turkmenistan. The German Commerzbank and the Swiss Export Credit Agency (ECA) have provided a financial guarantee of $586 million for the above construction. The building of this major energy facility in Turkmenistan will take 40 months. During this term, Commerzbank will issue contractual bonds on behalf of Çalık Enerji to the recipient, Turkmen Energy Business.
