BAKU, Azerbaijan, April 28. Azerbaijan's public (both domestic and external) debt amounted to 26.6 billion manat ($15.6 billion) as of April 1, 2025, marking 20.4 percent of the projected GDP for 2025, projected at 130.7 billion manat ($76.8 billion).
Data obtained by Trend from the country's Ministry of Finance shows that a total of 8.6 billion manat, equivalent to $5.1 billion, represents 32.4 percent of the aggregate public debt as external liabilities, whereas 18 billion manat, or $10.6 billion, constitutes 67.6 percent as domestic obligations.
In alignment with the revised framework for public debt management in Azerbaijan spanning the fiscal years 2022 to 2025, a ceiling has been established for the public debt-to-GDP ratio, capped at a maximum of 30 percent. Furthermore, projections indicate that external public debt will remain below the $10 billion threshold by the conclusion of 2025.
