Constitutional reform required to resolve situation in Ukraine – President Putin

A constitutional reform taking into account the rights of Donbass residents is required as part of a political settlement of the situation in Ukraine, Russian President Vladimir Putin said following the Norman Quartet talks in Minsk, RIA Novosti reported.

"There are several conditions and positions in a political settlement," he said. "The first position is a constitutional reform, which must take into account the legitimate rights of the people living in the territory of Donbass."

"Moreover, the participants of the Minsk talks agreed on the withdrawal of heavy weapons from the current line of contact for Ukrainian troops and the line of contact indicated in the Minsk Agreements in September 2014 for the militiamen," President Putin said.

"I think that the second position is very important," he said. "This is the withdrawal of heavy weapons from the current line of contact for Ukrainian troops and the line indicated in Minsk Agreements for Donbass militiamen on September 19."
