GUAM Secretary General: Ukrainian foreign policy formed by President and Foreign Ministry, but not by parliament

Ukrainian foreign policy is formed by the President and the Foreign Ministry, and clear explanations were given by Foreign Minister Konstantin Grishchenko regarding Ukraine's cooperation in the GUAM format last Friday, GUAM Secretary General Valeri Chechelashvili told Trend, commenting on of the chairman of the Supreme Rada (Parliament) of Ukraine Vladimir Litvin's words.

Cooperation within the organization GUAM passed into the background, the chairman of the Supreme Rada (Parliament) of Ukraine Vladimir Litvin said today, RIA Novosti reported.

"Today we have stopped work on this topic (GUAM). I think that all- members of the organization and project initiators have lost interest in it," - Litvin said. According to him, Ukraine today is concerned with the fact that what will give "Eastern Partnership" of the EU.

Ukrainian foreign minister Konstantin Grishchenko last Friday stated that Ukraine's current leadership conducted  thorough analysis of participation in the union of GUAM and will soon submit its proposals to improve the activities of this international organization.

"We carefully analyze what has been done, and determine the position, how to use our participation in this organization for promoting the economic interests of Ukraine," - the minister said.

According to Chechelashvili, he has nothing to add to the minister's words.

"I don't exclude that Mr. Litvin's comments are some way out of context. I think that the statement was in a different vein," - he said.

Four post-Soviet republics; Georgia, Ukraine, Azerbaijan and Moldova, established the GUAM format in 1997 during a summit of presidents of European Union countries in Strasburg. In 1999, Uzbekistan joined this format, but after 4 years, quitted. In 2006, the first summit of this format in Kiev decided to declare GUAM an international organization with a new name: "Organization for Democracy and Economic Development - GUAM".
