Baku’s executive power head: Payments at market price offered for residents of demolished houses in Baku

Some 99 percent of Baku residents, whose homes were demolished in order to conduct work on the improvement and who in return were given new apartments, are happy with the proposals of the state, the head of the executive power of Baku city, Hajibala Abutalibov, told reporters on Thursday.

Some 99 percent of Baku residents, whose homes were demolished in order to conduct work on the improvement and who in return were given new apartments, are happy with the proposals of the state, the head of the executive power of Baku city, Hajibala Abutalibov, told reporters on Thursday.

"Unfortunately, there are disgruntled people as well. We offer prices in line with the market ones. There is an appraisal committee consisting of experts from the State Committee on Property and the Ministry of Finance. We offer payments to residents in accordance with their assessment. Executive Power of Baku city itself does not define price," Abutalibov said.

He said that for each square meter people are offered 1,500 manat or an apartment with the repair.

"Residents who do not agree to these terms, are offered new apartments, which is 20 percent larger than their previous. To date, many new homes are being built in all the streets of the capital. Some want an apartment on the beach, others want an apartment on Heydar Aliyev avenue," the head of the executive branch said.

Abutalibov said residents of the demolished houses in Yasamal, Sabail, Khatai and Nizami districts have also been offered apartments.

"But you know, many people do not want to buy apartments in new houses. They say: Give us money and we will buy the apartment in the next house. We give them the money. But we must understand that for each square meter, we give the citizens 1,500 manat. This amount does not include notary fees, taxes and other expenses. And it's we who choose apartments, but the citizens themselves. And if they want to do the repairs themselves, they are given this additional funding," Abutalibov said.

He said if the building has a permit for construction and repair, but not accepted by state commission, to buy an apartment in this building is a crime.

Abutalibov spoke about the problems associated with the Mur-Ay and Gen construction companies and the position of the executive power of Baku on them.

"With regard to the Mur-Ay construction company there are no complaints. All citizens who bought houses at this company are provided with apartments. As for the Gen company, they do not have a permission of the executive branch of Baku for the construction," he said.

He said the state is not to blame for a problem with the Gen company.

"This company was created by an ordinary group of people. Never give money for apartment, which has no orders. I repeat: apartments should be bought only in those houses that are completely refurbished and are accepted by the state commission," he said.
