Russia to Put a New Bill on Migration Registration into Force Starting from January 15, 2007

A new bill on migration registration is expected to be put into force in Russia starting from January 15, 2007, Vyatcheslav Postavnin., Deputy Director of the Russian Federal Migration Service said during the press-conference held in Moscow, Trend Correspondent reports.

He said that the informative order of the registration of foreign citizens is envisaged, but without permission for work. Most of the people come to Russia to work, not to rest. And if they want to work legally, then they have to receive permission for work. The foreign citizens arriving to Russia should pass registration within three days. They should have the inviting party. If they don't have the employer here, then they must leave the territory of Russia. If the foreigner works without any permission for work, then his or her employer will be fined at 700.000 Russian Roubles per person. I think that it will be the strongest motive to not have the foreign workers illegally at all. Other issues are not so important, said the Deputy Director of the Russian Federal Migration Service.

Mr. Postavnin also said that the rayon markets issue is not in the competency of the Federal Migration Service. Just local and regional authorities should be engaged in solving this issue. At the same time, he is not sure if the most of foreign workers at the markets has corresponding permissions. According to him, the quoting will have no influence on illegally working migrants at all. However, as soon as the corresponding decrees and bills are put into effect, illegal migrants will have to care about the correct formation of their documents, as well as legalization of their residency on the territory of Russia., He also clarified that the corresponding enactments are necessary to settle the situation with the labour migration in Russia. It does not refer to the category of refugees and IDPs, the latter comprise 160.000 people in the country. These people are mainly those who suffered the Chechen wars.

According to the official calculation, Russia needs about 1 mln. additional workers every year. At present, 10-12 mln. foreigners are working in the country, and the most of them are doing it illegally. Only one million of foreigners have received official permissions for work in Russia this year.
