Azerbaijan will strengthen measures to prevent construction of illegal constructions, Yusif Ibrahimli, head of the Town Building Department of the Azerbaijani Committee on Architecture and Town Building said.
"Strengthening measures to prevent illegal constructions will be implemented under the project "Construction Code", which is currently under consideration of the Parliament," Ibrahimli noted.
According to him, draft of the Code has already passed first reading and it is expected to be approved in second reading in the near future. Approval is expected during 2010.
Ibrahimli said that Azerbaijan has problem of illegal constructions in connection with the fact that there is no single regulating law, and there are some problems in existing laws that prevent taking serious measures to eliminate them.
The specialist said that according to the draft of the Code it is envisaged to approve master plan of Baku, which will allow improving town building of the capital.
"The draft also precisely indicates the rules of the purchase, sale, rent and all other processes associated with the right for property," Ibrahimli said.
According to the Azerbaijani Parliament Administrative and Military Legislation department deputy head Sayyad Kerimov, city planning and construction codes will be consolidated and presented to the Azerbaijani Parliament in a single code.
There is a need for a better law due to a very weak legal basis in the regulation of relations in the fields of construction and urban development in Azerbaijan.
"The document will govern the issues of control over the processes in this area, the introduction of "single window" in the areas of construction and urban development, facilitation of the issuance of building permits and other issues in Azerbaijan," Kerimov said.
