Reconstruction and technical upgrade of nine automobile and one railway checkpoint are being conducted in Kazakhstan, Finance Minister Yerulan Zhamaubayev said, Trend reports via the government.
According to Zhamaubayev, building of the Main Dispatch Office for automated monitoring of the checkpoints, using elements of artificial intelligence, is also underway.
"The checkpoints are being provided with modern equipment for scanning and weighing vehicles, and decisions on control procedures will be made remotely,” he noted. “The implementation of the project will increase the throughput up to seven times and reduce the passage time by 2.5 times. The project is scheduled to be completed by the end of 2024.”
Besides, according to the minister, other systemic measures are being taken. Despite quarantine restrictions in China, within the framework of bilateral negotiations, issues of data verification will be worked out to determine the reasons for discrepancies in customs statistics.
It’s planned to expand the amount of information when exchanging with the China’s preliminary information from export declarations, both for road and rail transport.
At the same time, the issue of low throughput at checkpoints of China will be discussed with the Chinese side, and it’s also planned to simplify business processes between Kazakhstan Railways (KTZ) and State Revenue Committee (SRC) under the Ministry of Finance at border railway stations, as well as integrate the information systems of SRC, KTZ and National Security Committee of Kazakhstan.
"As for the import of Chinese goods from the EAEU countries, negotiations are being held with the Kyrgyz side on the exchange of information and the reliability of the indication of goods imported into Kazakhstan in shipping documents,” Zhamaubayev noted. “It’s planned to expand the list of goods imported from Kyrgyzstan and Russia, for which the control of the minimum price level is applied to ensure the completeness of VAT payment from the EAEU countries.”
“Qualification requirements for authorized economic operators will be strengthened by law. This will allow only conscientious participants in foreign economic activity to be included in the register,” he explained.
Besides, administrative liability for violations in the customs area will be strengthened by introducing fines as a percentage of the amount of undeclared goods, instead of fines in the MCI (monthly calculation index).
