GUAM continues to be an organization that is not viable, Moldovan President Vladimir Voronin said at the Kishinev-Moscow video conference.
"I caught onto GUAM when I became president, but I never understood its core meaning and purpose. An organization or structure that does not have a subject to tackle is not viable," he said.
Four post-Soviet republics - Georgia, Ukraine, Azerbaijan and Moldova - established GUAM in 1997 at a summit of EU presidents in Strasbourg. The organization was practically inactive until 2005. Key issues at the organization's summits over the past three years have been regional conflicts and energy security.
Moldova's participation in GUAM is limited.
