The employees of the Justice Department visited the grave of the ex-Azerbaijani President and Martyr's Avenue and laid flowers. The justice system in Azerbaijan was created in 1918. According to the Order of Heydar Aliyev in 2000, 22 November was announced as an official holiday of Justice Department employees.
