The State Committee on Town-Planning and Architecture was commissioned to develop "Regional development plan of Great Baku" by 2012, as part of the State Program on socio-economic development of Azerbaijani regions for 2009-2013.

The Azerbaijani Labor and Social Protection Ministry was commissioned to improve life conditions of the Karabakh war disabled and families of victims of war in 2009-2012 as part of the state program.
The Baku City Administration was commissioned to capitally repair fronts and roots houses, upgrade and improve lift economy at buildings of Baku and suburban regions by 2014.
The State Oil Company of Azerbaijan Republic (SOCAR) was commissioned capitally repair fronts and houses which belong to the company in 2009-2012.
The Azerbaijani Labor and Social Protection Ministry was commissioned to build the specialized enterprises for orphan-children and underaged children in 2011.
Azerbaijani President Ilham Aliyev approved the State Program on socio-economic development of the country's regions for 2009-2013 by April 14.
