Presentation ceremony of the energy twinning project between the Azerbaijani Industry and Energy Ministry and the German Economics and Technology Federal Ministry will take place in Baku on Feb. 2. The project is named "The legal approach and structural reforms in the energy sector in Azerbaijan", Azerbaijani Industry and Energy Ministry spokesperson Azer Masimli said on Jan. 23.
The goal of the project is to bring the energy legal framework of Azerbaijan close to that of the European Union, to carry out necessary structural legislation reforms in the energy legislation of Azerbaijan. The project is being carried out as part of support to the implementation of the cooperation agreement that was signed between Azerbaijan and the European Union in 1999. The twinning project is expected to be realized within 18 months. Three months will be added for preparation and closing of the project. Managers of project are the Azerbaijan Energy Ministry Legal Relations and Metrology Department of Head Ibrahim Agayev and a German Economics and Technologies Federal Ministry representative Gunter Waschek. Azerbaijan Industry and Energy Ministry Energy Department Head Tahir Jafarov and a German Economics and Technologies Federal Ministry representative Walter Sandtner are the advisors to the project. A German expert group including 14 people and three specialists from Slovakia are expected to take part in the project.
The expected cost of the project is 1.1 million euros, allocated by the European Commission. The twinning project includes a plan envisaging all obligations on the project and consists of five components. The obligations stipulate for working groups, workshops, visits to Europe. The twinning project is aimed at bringing the Azerbaijani energy and gas legislation close to that of Europe (Acquis Communautaire). Acquis Communautaire includes 20 European energy bills on energy and gas, thermal generators, efficiency requirements, information provided to subscribers, promotion of alternative energy sources, and other issues. Three European bills were selected as the first step, two of which are the energy and gas directives, and the latter is regards the establishment of an energy and gas management team.
