All efforts to normalize the situation in the region in connection with the Georgian-Russian conflict have been unsuccessful, Chairman of the Commission Council of European Parliamentary Assembly (PACE) on Migration, Refugees and Population Korean Yonker said during the discussions of the Resolution v on humanitarian consequences of the Georgian-Russian war.

"Local residents became victims of the conflict. PACE must assist the local residents to build conflict-free future," he said.

At the night of 8 August, large-scale military operations were launched in the self-declared South Ossetia republic. The Georgian troops entered Tskhinvali. Later the Russian troops entered the city and drove the Georgian forces back to the Georgian territory. In late August, Russia recognized an independence of the South Ossetia and Abkhazia. Tbilisi cuts all diplomatic relations with Moscow and announced the two unrecognized republics occupied territories.

The population of North Ossetia is concerned about Georgia's new attacks, said Yonker. "They are not sure that this does not happen again. People are in doubt towards the international mission, including the EU mission. In order to win the confidence of the people, the EU must bring transparency to the maximum," said Yonker.

He stressed the need to create an atmosphere of trust, dialogue with the parties and the international community, as well as promotion of civil society. "It is important to disseminate the values of human rights, democracy, rule of law. A political will is needed. We must put an end to all violence and achieve peace in Georgia", said Yonker
