Ukraine has presented to Azerbaijan the feasibility study and marketing researches for devising construction project of Azerbaijani oil refinery in Ukrainian territory, the President of this country Victor Yushchenko briefed the media, Ukrainian media outlets say.
Ukrainian President's representative on energy security Bogdan Sokolovsky said that the new plant can be situated in Ukrainian South sea port (the Odessa oblast), Kherson oblast or in Western Ukraine. Sokolovsky said that modernization of the Ukrainian gas-transport system will also be one of themes of negotiations between Ukraine and Azerbaijan.
The representatives of SOCAR said formerly that building of a new enterprise would be the optimal variant of establishment of oil refinery in Ukraine. However the obligatory factor is presence of SOCAR's retail network (gasoline stations) for sale of oil products.
Ukraine possesses six operating oil refineries with a general processing capacity of 51.11 million tons per year.
The oil from the Caspian region (including Azerbaijan) to the new enterprise which is supposed to be created in Ukraine will be provided through Odessa-Brody pipeline. According to the project, oil from Azerbaijan will be delivered to the Georgian Black Sea ports and onward, by tankers to the Ukrainian Odessa port where it will be pumped in the pipeline.
The feasibility study on this project is already ready. On April 24, it will be submitted in Brussels for discussion by the European Union. It is supposed that this pipeline route can be prolonged to the Polish cities of Plocks and Gdansk.
