The Azerbaijani mobile operator Azerfon received a license to render 3G services, General Director Gido Helbich said.
"We [Azerfon] have received the necessary license and are already creating the network," he said.
Azerfon announced plans to obtain a 3G license in 2007.
Helbich did not reveal the exact amount invested to build the 3G network. But the investments will be large, he said.
Azerfon plans to launch 3G services in the first half of 2009.
3G was developed by the International Electron Communications Union and is known as the International Mobile Telecommunications 2000. 3G is a set of services uniting a high-speed mobile network with the Internet and radio.
3G enables video-telephone communication and watching films and TV programs on mobile phones.
Azerfon received a GSM license in Azerbaijan in December 2005. The company has roughly one million clients.
