A control over bureaucracy and officials is one of the fundamental tasks of any state," Russian President Dmitriy Medvedev said.
"States must control their officials, which serve to the country," the President said in an interview with the Novaya gazeta newspaper.
He said that his country has enhanced the control a long ago, but no great success has been achieved. "To compare the situation in 1990s with the current situation, then now the situation is better. The control scheme has its legal procedures, and being a man with legal thought I can say that the procedures are very relevant," Medvedev said.
The order in the society is mostly depends on the procedures.
"I think that the main challenge is not a lack of normative acts of control, but the lack of implementation. This is the most complicated thing. If bureaucracy controls itself, then it causes dissatisfaction. The procedures must be observed, despite nobody likes to control himself," Medvedev said.
