KHOJALY, Azerbaijan, November 21.​ Another group of former internally displaced persons (IDPs), consisting of 25 families (136 persons), has returned to the native Khojaly city and received keys to their houses, the Restoration, Construction and Management Service in Khankendi city, and the Aghdara and Khojaly districts, told Trend.

The families who arrived in Khojaly were welcomed by personnel of the Special Representative Office of the President of Azerbaijan and by officials of the Restoration, Construction, and Management Service in Khankendi, Aghdara, and Khojaly.

Speaking at the presentation of the keys, Sabuhi Gahramanov, Deputy Special Representative of the President of Azerbaijan in Khankendi, Aghdara, and Khojaly, said that the next relocation to Khojaly carries both historical and symbolic significance.

“We are witnessing another phase of the long-awaited return to Khojaly. The 'Great Return' program, implemented under the leadership of President Ilham Aliyev, ensures the revival of life in the liberated territories. Today, the revival of Khojaly is a demonstration of the strength of the Azerbaijani state and the will and unity of the people,” he emphasized.

According to Gahramanov, large-scale construction and reconstruction work continues in Khojaly, and the relocation is being carried out in phases. The return of people is already continuing not only to Khojaly city but also to several villages in the district.

Currently, over 50,000 people live in Karabakh and Eastern Zangezur. Among them are former IDPs who have returned to these areas, as well as employees involved in the implementation of restoration and construction projects, employees of local departments of various government agencies, and specialists employed in healthcare, education, culture, tourism, industry, and energy institutions that have resumed their activities.
