Kazakhstan creates roadmap for development of coal sector

In order to develop Kazakhstan’s coal industry, a ‘Roadmap for the development of the coal industry of Kazakhstan for 2019-2021’ was developed and approved in the country’s Trend reports with reference to Kazakhstan’s Ministry of Industry and Infrastructural Development.

The roadmap oversees measures for the adoption of systemic measures to support the industry, as well as implementation of new projects, such as the construction of a special coke production plant at Shubarkol Komir JSC, the transition to cyclical-stream technology for crushing, transporting, averaging and loading coal into wagons at the Bogatyr open pit mine.

The ministry said that international experts forecast that despite a decrease in the share of coal in global energy balance, the demand for it at the global market will remain stable for a long time. Taking this into consideration, a forecast is made of coal consumption by energy-producing enterprises of Kazakhstan until 2030 and a forecast of coal consumption by the household sector of Kazakhstan until 2025 within the roadmap.

The roadmap also oversees introduction of a digital platform for the purchase of coal by the population. This year, there are plans to implement testing work on the launch of coal sales on a digital platform.

In addition, pursuing of a targeted policy of phased stimulation of deep integrated processing of coal to produce products with high added value is planned in the industry.

A number of tax preferences (exemption from corporate income tax, land tax, property tax) are also provided for enterprises that will produce new types of products from coal.

To date, the implementation of investment projects with a detailed assessment of the economic effect is being considered in the country.

The roadmap also provides for research and experimental work on the processing of coal samples into a liquid hydrocarbon fuel mixture at Shubarkol Premium JSC, study of the embankment soils, as well as the introduction of an automated system for technical accounting of electricity in Bogatyr Komir LLP and other innovative projects.
