Kazakhstan extends LPG export ban to safeguard domestic supply

ASTANA, Kazakhstan, October 9. The government of Kazakhstan has extended its ban on the export of liquefied petroleum gas (LPG) by road and rail, aiming to ensure sufficient supply in the domestic market, Trend reports, citing the Ministry of Energy of Kazakhstan.

The original ban was established by the Minister of Energy’s Order No. 185 on May 2, 2024. Under this regulation, the Ministry plans to prolong the measure for an additional six months.

Certain exceptions to the ban will apply, including:

- Exports by subsoil users operating under a production sharing agreement or a subsoil use contract approved by the President of Kazakhstan, provided they maintain tax regime stability as stipulated in Article 722, Paragraph 1, of the Tax Code.
- Exports of goods manufactured from Kazakh raw materials sourced from the Karachaganak field, in line with Kazakhstan’s international treaties.
- Transit shipments that begin and end outside Kazakhstan.

If the draft order is approved, the extended ban on LPG exports will come into effect on November 14, 2024.
