Kazakhstan, China plan to boost capacity of Shymkent oil refinery

ASTANA, Kazakhstan, May 24. Kazakhstan developed a draft of an intergovernmental agreement with China on the expansion of the Shymkent oil refinery’s production capacity to 12 million tons of oil per year, Trend reports.

Kazakhstan's Ministry of Energy, KazMunayGas (Kazakhstan's national oil and gas company), PetroKazakhstan Oil Products (Kazakhstan’s oil refinery), and representatives of the Chinese CNPC held a meeting on the expansion of Shymkent Refinery’s production capacity to 12 million tons of oil per year.

The agreement envisages the provision of state support measures, including the provision of raw materials, infrastructure, and energy resources; the application of international standards; as well as countering the obligations of potential investors.

Within the framework of the project, it is planned to increase production of motor gasoline by 700,000 tons, jet fuel by 700,000 tons, and diesel fuel by 3.9 million tons.

The sides plan to launch the new facilities in 2030.

Meanwhile, as per Vice Minister of Energy of Kazakhstan Askhat Khassenov, the country plans to increase oil refining volumes to 27 million tons.

He claims that work to enhance capacity at the country's oil refineries has already begun.

Thus, at the Shymkent Oil Refinery, the volume of oil refining will increase from 6 million tons to 12 million tons; at the Pavlodar Petrochemical Plant, from 5.5 million tons to 8 million tons; at the Atyrau Refinery, from 700,000 tons to 1 million tons; and at the CaspiBitum, from 1 million tons to 1.5 million tons.
