Azerbaijani President Ilham Aliyev approved the rules of a contest for selecting special economic zone operators, the AzerTAj state news agency reported. The rules have been prepared in accordance with the Azerbaijani law on special economic zones and other regulations, and define the rules selecting operators.
The contest aims to select a company with extensive experience in this field and responsible for the development and management of special economic zones.
Under the rules, the Economic Development Ministry and Cabinet of Ministers will organize a State Contest Committee to function as the competition organizer. Members will be state officials. They will number no more than five.
The committee must publish the dates and place of the contest, the conditions of participation, the criteria for evaluating proposals, and the time of signing agreements with the winner on its Web site for 30 days before the competition begins. The contest is open to companies with at least one year of experience in this sphere.
Under the rules, the committee will open, review and assess bids. Participants will be granted points, and the winner will be the company that has accumulated the highest score.
