Uzbekistan's Fergana refinery will switch to the production Euro-5 ecological standard fuels from 2023, Trend reports with reference to Uzbek Ministry of Energy.
Fergana Oil Refinery LLC (FNPZ), which was transferred under trust management of JV Jizzakh Petroleum LLC on 7 March 2020, has started reconstruction of existing and construction of new production facilities, according to the approved modernization project, the total budget of which is estimated at $300 million, the press service said.
In 2019, President Shavkat Mirziyoyev signed a decree on sale of the state share in the authorized capital of Fergana Oil Refinery LLC to the company Trans Asia Resources (Indonesia). During the first year of the refinery operations, the investor was to attract at least $120 million for the working capital to optimize the use of the plant's capacities, as well as to develop a modernization program.
"Project on construction of Jizzakh Petroleum's refinery was suspended, as the modernization of the existing oil refineries in the country was selected as a more reasonable option," the message said.
The enterprise, starting from July 1, 2023, will start production of RON-92 motor gasoline and diesel fuel that meet modern and environmental requirements of class "Euro-5" and will carry out modernization of the oil block for the production of engine oils that meet international standards, in accordance with the decision of the Cabinet of Ministers from February 7, 2020, on measures on effective use of the Fergana Oil Refinery's capacities.
In this connection, enterprise, during the period from 2020 through 2023, will carry out engineering, procurement, construction and installation works.
It is planned that the future configuration of Fergana Refinery LLC, which includes a hydrocracking complex, as well as modernized fuel and oil blocks, will make it possible to increase the depth of oil processing up to 92 percent, contributing to an increase in the yield of high value-added oil products.
The company will increase production of aviation and diesel fuel, as well as basic and commercial oils. The whole product line of the refinery will change in a qualitative direction, the ministry said.
The licensee of the supplied equipment will be the French company Axens , one of the leading companies offering a full range of solutions for technological processes of processing hydrocarbons and production of marketable petroleum products that meet the international standards. The basic design will be provided by the Italian WOOD company, a leading engineering company with extensive experience in the implementation of oil refining and petrochemical projects.
