Azerbaijani Parliament adopts draft Law on Education in second reading

Azerbaijan, Baku, Dec. 30/ Trend , I. Khalilova/ On Dec. 30, Azerbaijani Parliament adopted draft Law on Education in the second reading. As many as 104 MPs voted for and three MPs against.

The draft law is a framework. Other regulative acts including Law on Education Credits and Law on Secondary Education are expected to be worked out after it is adopted, speaker of the Parliament Ogtay Asadov said at the meeting of Milli Majlis (parliament). In this connection, several proposals made by MPs at today's meeting will be taken into consideration while developing other laws, speaker said.

During the discussions, MPs expressed their opinions regarding indication of age for teachers on basis of practice of other countries, such as Turkey where teachers retire once they turn 67. Several MPs opposed this novelty claiming that indication of age can have bad consequences.

The proposal by Vahid Ahmadov, member of the parliamentary commission on economic policy, regarding liabilities laid on large companies (BP, Mercedes, etc) to create professional and technical institutions, was supported by the speaker who considered it reasonable in order to train skilled workers, in particular, for the state committees. SOCAR already has such practice.

Some MPs expressed their suspicion over introduction of test system in admission to higher schools. But speaker said these arguments were wrong as the test system will be improved and entrants will choose their departments themselves according to the Law.

As to two-stage system of secondary education (9+2), which envisages nine-year compulsory education according to the law, Asadov said shift to this system is possible after 5 to 10 years after improvement of vocational schools

Draft Law on Education was adopted in first reading in December 2007 and the current one - in 1992.
