A bill "On safeguarding the rights and freedoms of persons kept in detention" will be submitted for the discussion at the spring session of the Azerbaijani Parliament, the parliament reported.
The European standards, regulations reflected in the decisions of the European Court, the facts that contributed to the emergence of disputes and complaints elicited direction have been studied In preparation of this bill
The bill includes provision of rights and freedoms of persons,in respect of whom was chosen a preventive punishment in the form of arrest and kept in custody.
The bill "On the rights and freedoms of persons held in custody as suspects or defendants " had been prepared in close cooperation with international organizations, including the Council of Europe.
The preparation of the draft began in 2000, and it passed the second reading in the Parliament only on April 3 2009.
In 2007, hearings were held over the bill with the participation of international organizations.
