Bill on status of Azerbaijan's ex-presidents recommended to parliament

The bill 'on the status of Azerbaijan's ex-presidents' related to benefits for ex-presidents and their families has been recommended to be considered by the Parliament.

The draft constitutional law is being tabled at the Parliamentary Committee on Legal Policy and State Building on Wednesday. The document may be applied with respect to the existing law in relation to three former presidents of Azerbaijan and their families, the parliament told Trend on Wednesday.

During discussions, the committee members made suggestions. During the discussions, MP Fazail Agamali opposed the application of the law with regards to former President Ayaz Mutalibov.

According to MP Chingiz Ganizade, this is a humane project and discrimination was not made in respect of ex-presidents. The bill was recommended to be considered by the Parliament. At the meeting it was decided that before presenting the bill to discussions in the Parliament, a working group will be established to repeatedly discuss the bill.

Based on the bill, the document in accordance with the Constitution will apply to those who worked as the Azerbaijani president, including deceased persons who worked as the Azerbaijani president, and those who worked as the Azerbaijani president and had their powers suspended, as well as to their families.

The law will not apply to the president who was removed from office by order of impeachment.
The ex-president will receive a monthly pension of 50 percent of the current president's salary. If the ex-president dies, his wife will receive this pension, and in absence thereof, his children under the age of 18.
The document provides for the allocation of a state car, driver and three bodyguards. If the ex-president died, his family will receive monetary support instead of a car.
Former presidents and their spouses will be provided with diplomatic passports, their privacy will be protected by law.

The bill notes that if the former president and his wife have committed a crime, their detention may be carried out by the prosecutor.

Under the bill, the law on health care applied in respect of the state employees will also be applied in respect of the ex-presidents and their families.
