Kazakhstan ranks 181 out of 183 countries in the international trade category, Kazakh Deputy Prime Minister Kairat Kelimbetov said at a board meeting of the Customs Control Committee of the Kazakh Finance Ministry on Monday. The World Bank compiles the business rating.
"According to the 'Doing Business 2011' rating, we rank 181 out of 183 places in the category of international trade. If 27 days are required to pass export procedures in Europe, then 81 days are required for that procedure in our country," Mr Kelimbetov said.
Mr Kelimbetov said today an entrepreneur must interact with 15 government agencies for the export and import operations and has to submit up to 40 documents.
"Currently situation established in the field of customs clearance is quite complicated. This is the result of a weak system work on all fronts, starting from the adoption of instruments on foreign economic activity participants to the post-entry verification," the Deputy Prime Minister said.
Mr Kelimbetov, proceeding from this situation instructed at the enlarged meeting of a board the Customs Control Committee of the Ministry of Finance to revise the procedure for customs clearance in order to simplify it.
He noted it is necessary to make a detailed analysis of business processes related to the movement, declaring the goods and post-entry control.
Mr Kelimbetov also instructed the customs authorities to work on the issue of electronic exchange of information with each public authority and to develop e-customs format optimal for business. Accumulated experience of tax authorities may be an example for this.
The Deputy Prime Minister said all these transformations aim at the maximum simplifying the mechanism for obtaining permits for business and minimizing the human factor.
