Georgian government not expects large-scale aggression from Russia and not prepared to it: Georgian parliamentary commission

Georgia, Tbilisi, Dec. 19 / Trend / The Georgian leadership did not expect a large-scale aggression from Russia and was not prepared to it, statement of the temporary parliamentary commission on study of August developments, said. Paata Davitaya, the chairman of the commission read this statement lively in TV within four hours.

After hearings the commission came to conclusion that the Georgian government did not expect and was not prepared to large scale aggression, which Russia realized against Georgia in Aug. 2008, the statement said.

"Intelligence Service and Security Council have received alarm signals of possible attack by Russia from upper Abkhazia and Georgian villages in the north. However, incursion of regular units of Russia through Rokski tunnel and especially dynamics of Russian aggression was in unexpected scale," the commission reported.

Moreover, the commission came to the conclusion that all relevant officials have got a data on dynamics of the worsened situation and expected escalation within several months, whilst expected danger has not analyzed at a necessary level.

The temporary parliamentary commission on study of the August developments has developed 12 recommendations to eliminate mistakes, made during the August war.

- According to the commission's recommendation, Security Council (SC) should re-consider a security conception on the country, taking into consideration existing risks;

- SC should devise an adequate system on earlier warning of existing danger, SC and government should formulate and coordinate a conception on the united crisis management system;

- SC, government and relevant Ministries should design an adequate communication strategy during crisis periods;

- SC and government should review a civil defense conception, as well as adequate civil defense plans for existing danger should be developed;  - Training and mobilization of reservists should be thoroughly reviewed;  - Defense Ministry should hold adequate arrangements for functioning communication system;

- Georgian government should hold all possible arrangements to remove shortages of air defense;

- Instruction of an action should be devised for Georgian diplomatic representations during crisis periods;

- Government should pay special attention to draw qualified human resources in diplomatic services;

- Relevant parliamentary committees should join process of monitoring on fulfillment of described recommendations.
